BhuDEV provides access to earthquake early warning, safety information, notifications, instructional content, and related public-safety features operated by Earthquake Early Warning System (EEWS) Lab, IIT Roorkee.
Definitions and Key Terms
To help explain this Disclaimer clearly, the following terms are used:
- Company: EEWS Lab, IIT Roorkee, Roorkee, Uttarakhand, India.
- App: the BhuDEV mobile application and related mobile services.
- Service: the BhuDEV App, website, earthquake alerts, notifications, safety information, instructional videos, feedback tools, Safe/Help response features, and related services.
- Critical Alert: an earthquake alert intended to warn users of a possible earthquake impact or related safety concern.
- Silent Alert: a notification-only alert that does not start the emergency alert screen, warning audio, or countdown timer.
- Safe/Help Response: the "I Am Safe" or "I Need Help" response submitted by a user after an alert or during a safety event.
- Device: any mobile phone, tablet, computer, or other device used to access BhuDEV.
- Third-party service: services used to support the App, including Firebase Cloud Messaging, Google Maps/map tiles, YouTube/video embeds, app stores, hosting, and related technical services.
- You: the person using or registered with BhuDEV.
App Functionalities
BhuDEV is an earthquake early warning and safety information app. It is used to transmit earthquake-related alerts and safety information to users before or after a possible earthquake impact, depending on the nature and timing of the alert. The Service is primarily intended for the Uttarakhand region, though earthquakes near the region may also be detected or reported.
- BhuDEV is designed for earthquake early warning and safety reporting. Users outside the intended service region may receive limited, delayed, incomplete, or less relevant information and use the App at their own risk.
- Users should allow notification permissions if they want to receive alerts. Without notification permission, alerts and safety messages may not appear correctly.
- Users should allow location permission where they want location-based safety features, Safe/Help reporting, or emergency-response coordination. Location availability and accuracy depend on the device, GPS, network, operating system, permissions, and surrounding conditions.
- The App uses Firebase Cloud Messaging (FCM) and related notification services to send earthquake alerts and notifications. We are not responsible for delays, missed notifications, duplicate notifications, or delivery failures caused by FCM, internet connectivity, device settings, battery restrictions, operating system restrictions, manufacturer behavior, or other technical factors outside our control.
- Fresh critical earthquake alerts may show an emergency alert screen, warning audio, a countdown timer, and Safe/Help response options. As currently configured, the emergency warning behavior is intended for alerts that are fresh and within the emergency alert window.
- Delayed critical alerts may show only Safe/Help response options without emergency warning audio or countdown timer. This supports post-event safety reporting for users who receive an alert late or come online after the event.
- Silent alerts are notification-only and do not start the emergency alert screen, warning audio, or countdown timer.
- When multiple alerts relate to the same earthquake event, the App may update the active alert details instead of restarting the alert sound or countdown repeatedly.
- If an alert is too old, invalid, duplicated, or already handled, the App may ignore it or may avoid opening the emergency alert screen.
- If the user taps "I Need Help", the App may open the phone dialer with 112 entered. The App does not automatically place the call. The user must manually press the call button if they wish to call emergency services.
- If the user taps "I Am Safe" or "I Need Help" while offline or during poor connectivity, the App may temporarily queue the response and retry sending it for a limited period. Delivery is not guaranteed.
- As Earthquake Early Warning is an automated system, it does not guarantee the accuracy, completeness, timeliness, or availability of information. Earthquake information may be based on automated sensor data and may not be manually verified before being sent.
- The system may miss an earthquake, may generate a false warning, may send delayed alerts, or may update an alert as more data becomes available. We will not be liable for any damage, loss, injury, panic, inconvenience, or other consequence caused by missed, delayed, duplicated, updated, or false warnings.
- Safety instructions, Dos and Don'ts, FAQs, and informational videos are provided as general guidance. They cannot guarantee safety in every situation. Users should follow official instructions from government, disaster management, police, fire, medical, and emergency authorities.
- Any misuse of this App, including false SOS/help reporting, prank use, or interference with disaster response, may be treated seriously and may attract action under applicable law, including the Disaster Management Act, 2005 and other public-safety laws where applicable.
Limited Liability
We endeavour to keep the Service, safety information, and technical systems updated. Despite reasonable care, the Service may be incomplete, delayed, unavailable, inaccurate, interrupted, or affected by technical or environmental limitations.
The materials and information provided through the Service are offered without any guarantee of correctness, timeliness, completeness, or suitability for every user or every earthquake event. These materials may be changed at any time without prior notice.
We shall not bear liability for third-party services, links, maps, videos, notification systems, app store services, networks, device settings, operating system restrictions, or external websites connected with or used by the Service. When you leave our Service or interact with third-party content, their own privacy policies and terms may apply.
Errors and Omissions Disclaimer
We are not responsible for any content, code, notification delivery issue, location error, alert delay, alert duplication, missed alert, false alert, or other imprecision. We do not provide warranties or guarantees.
In no event shall we be liable for any special, direct, indirect, consequential, incidental, or other damages, whether in contract, negligence, tort, law, or otherwise, arising out of or in connection with use of the Service or reliance on the contents of the Service.

All intellectual property rights concerning the Service and its materials are vested in BhuDEV, EEWS Lab, IIT Roorkee, or their permitted licensors unless otherwise stated. Copying, distribution, modification, or other use of these materials is not permitted without written permission, except to the extent permitted by applicable law.
General Disclaimer
The BhuDEV Service and its contents are provided "as is" and "as available" without warranty or representation of any kind, whether express or implied. BhuDEV does not warrant that the Service will be uninterrupted, uncorrupted, timely, secure, error-free, or compatible with every device or operating system.
BhuDEV does not guarantee that every user will receive an alert, that every alert will be accurate, that every Safe/Help response will be delivered, or that emergency assistance will be available or timely. During an earthquake or emergency, users must remain alert, act responsibly, and follow instructions from competent authorities.
Your Consent
By using the Service, registering an account, enabling notifications or location, submitting Safe/Help responses, or continuing to use BhuDEV after updates, you consent to this Disclaimer and agree to its terms.
Changes to Our Disclaimer
We may update, amend, or make changes to this Disclaimer so that it reflects the Service, technology, safety practices, and applicable law. The updated version will be posted here with a revised date. If you continue to use the Service, you will be bound by the updated Disclaimer.
